This error is cause of game Launcher Version is Not matching With The Matterial (Script ) of Game some time This Error will appear if game is Custom moded ( an external Mod is Installed in Game ) but Game's Patch Version is old and Not Supported with The Custom Mod Matteriall (Script )
EG you are Going to install GTA IV Hulk Mod hulk Mod is Supported Game's Version 1.0.4.5
you have Still Game Version 1.0.0.0.0 both of Patch Version is Defaulted as Version 1.0.0.0.0
So you need to Update this Version Read how to Fix error.
You Need to Download Razor Patch 1.0.4.5 or Batter
we Don't allow to Upload any Kind of Patch or File's So you need to Get it From other site.
Find on Google you can find This Kind of patch and Update your Current Patch.
After Updating Patch you can See Game Will Run Currectly
